 Project objectives

The role of telematics in promoting the quality of life for isolated island communities in Europe will be the focus of TELE-INSULA. Project analysis of community needs will cover services such as health, transport and training. An embryonic island services network will enable pooling of user experience and practical work with telematics tools. Applications for a fully-fledged network will be identified and some of them validated and tested for economy and acceptability.

The Project will analyse the general needs of island communities and the specific needs of the six islands or archipelagos participating in the Project. Special attention will be paid to the fields of administrative services, health, tourism, transport, training and tele-work. The Islands or archipelagos involved are: Madeira (Portugal), the îles du Ponant (France), the isle of Skye (United Kingdom), the Aeolian  Archipelago (Italy), and Samos (Greece). To improve such realities with a strong input of technological innovations was therefore the challenge to be faced by the Tele-Insula’s partners and the reason why two Italian and French technology and service providers joined the Consortium.

The service providers are:

AETHRA an Italian private Company specialised in the production of dedicated hard and software such as teleconferencing and tele-medicine devices.

TRAINET a Company belonging to the Italian Telecom, specialised in distant learning programs

Pool-strategies-Copilote, a French Company operating as management consultants and service providers to local authorities.

The steps followed by the implementation process could be summed up as follows:

a) the identification of the largest array of telematic services potentially useful in a given situation, avoiding as much as possible a hard technological approach together with the assumption to know forehand the real needs of the islanders and their degree of acceptance for the new services to be provided.

b) the identification of the services considered as a  priority by the potential users.

c) the selection of those services which could be implemented if sufficient resources in terms of time, human skills and economic means would be made available.

d) finally the selection of those services which, given the project’s and the local constraints, could actually be implemented, tested and brought to validation.
