D03.1 V2.1- User Needs in Civic Communications

The definition of users’ needs is an essential requisite to the specification of the functional requirements of the DALI demonstrators. Deliverable 3.1 aims to establish these needs within a framework whereby it is clear:

  • who “the users” refers to,
  • how their current needs are met, and
  • where the deficiencies of the current services are identified.

Through the framework  -as presented in Chapter 2 we also aim to identify where new data collection is required in order to establish needs that are currently either unknown or have yet to be surveyed.

An important aspect of the work in this workpackage and also reported in chapter 2 is to determine each cities’ priorities for demonstrator development within the context of a collective framework. A correct application of this approach should enable the common work areas to be identified - both for economies in the development of demonstrators, and for the realisation of an evaluation plan that is capable of delivering comparative performance indicators where these are perceived as being of common benefit. Given the importance of the framework for achieving a common approach Del. 3.1 - as the single report on user needs - also report on the focus within which future work is to be carried out under tasks 4.1 and 5.1.

A questionnaire was produced in order to survey and establish this common framework containing five main sections and a final part for comments (chapter 3), which was answered by the main responsibles of the service. The city respondent’ services involved at this stage of the survey is also included in chapter 3.

A common methodology of results analysis was defined in chapter 4 and the inputs were processed according to it. At the end of this chapter a brief analysis of the city main findings is included.

The conclusions presented in chapter 5 constitute a summary of the main results arising from the survey analysis and include the common cities priorities for demonstrator development defined for each specific end-user (General Public, SMEs, Public Institutions,...) and the main features related to the DALI system/services. Considerations concerning specialised services for elderly and disabled people as well as other less-advantaged sectors as homebound are also summarised there.
