The SYRECOS project
intends to define, develop and validate a data
communications system for regional Small and
Medium sized Entreprises (SME) training
organisations and technological transfer agents
concerned with the regional development. The
beneficiaries will be small and medium-sized
companies.
Two speciric data network applications will
enable the common approach to he validated,
namely: |

- the first
application will be used by the players
in the continuous training field
(suppliers, recipients and both public
and private transfer agents). This
application will allow the regional data
network for continuous training to be
structured and organised. It will
integrate the interconnection of the
players and the supply of multimedia and
interactive services in this market
(selective navigation, consultation of
catalogues, transactions, follow-up of
services, advisory tasks, assessment of
services, ...);
- the second
application will be used by the players
concerned with the transfer of
technological expertise to regional small
and medium sized companies and will meet
objectives comparable to those of the
first application.

Main result of the
project will be the SYRECOS system, which
consolidates the know-how of these two
applications acquired at the three demonstration
sites. |

This
project has the following aims:

- The
development of the regional markets for
know-how through data network support
(continuous training and technology
transfer).
- The
assimilation of Information Technologies
by the players concerned.
- Mobilisation
of the players toward joint effort and
cooperation to improve the practice of
the trades concerned, focussing on a
quality approach and to using appropriate
tools.

Two
Web software were developed and validated in the
context of the project : a Web software called «
SYRECOS - Télé Service pour la Formation
Continue » (SYRECOS TFC) dedicated to the
continuous training market and an other Web
software called « SYRECOS - Télé Service pour
le Transfert de Technologie » (SYRECOS TTT)
designed to help to technology transfers between
skill centers and SME's.
SYRECOS TFC
Resulting from the work performed during the
project, SYRECOS TFC is a Web software proposing
a framework dedicated to continuous professional
training and aiming to set up a dedicated
electronic market.
It provides to users a set of specific functions
related to the management and publication of
information related to continuous training offer
and support functions (see annex 1. for details).
The final users are
- the continuous training organisations
- the clients (for example SME's) of these
organisations.
The customers could be
- public authorities (regional, national) in
charge of animating and/or organising continuous
training in their respective areas
- private companies wishing to set up Web
services around continuous training offers and
demands
- large continuous training centres
- big companies
Syrecos TFC also allows the customer to be
directly involved as administrator in the
management and the animation of the « continuous
training electronic market » created within the
framework of one particular installation of the
software.
SYRECOS TFC is a telematic application whose main
technical features are the following:
- Web application
- use of a database (ORACLE)
- dynamic generation of HTML pages using CGI
scripts written in PERL
The owners of SYRECOS TFC software (version 2),
i.e. CRPHT, BEP and FUNDP, agreed that
Regional marketing will be achieved by the
involved partner or its authorized
representative. That means that CRPHT will cover
Luxembourg and BEP and FUNDP, the French speaking
part of Belgium, i.e., the Wallonia and Brussels
regions.
Commercialisation of SYRECOS TFC software outside
of the areas defined above can be done by any of
the partners, irrespective of the others.
SYRECOS TTT
SYRECOS TTT is a generic software (used for the
SI MTR) which is now available on CD-ROM. After
the installation, all the operations can be done
from any Internet connected computer. This
software offers possibilities to manage :
Users : users can be created or removed by the
administrator.
Databases : databases can be created and removed
(depending on the rights of the user).
Database field : fields of each database can be
modified online. Fields can be added, erased or
modified.
Users right : access of each user to each
functionality of the system on each database can
be managed. Rights can be defined to :
- Search - List - Add - modify - or erase data
from each database. -Add -List - Modify - Erase
fields of each database. - Add -Modify the name
-Erase database. Etc
Advanced functionalities are developed to make
Technology Transfer Easier.
The CD-ROM contains database format to be used
for technology transfer but other databases can
be built.
The software can be used either as an Information
System for Technology transfer or to model any
other telematic application in any domain.
With this software, it is very easy to create
databases, databases fields, to transfer data
from Excel sheets to the databases and to manage
users and users rights.
The software can be installed on a UNIX SOLARIS
Server. A WEB server software, and a NEWS server
software are necessary to run the application.
Other applications like PERL 5.04 Free WAIS SF
and SFGATE must be installed to run the
application (these software are free).
The application remains above all institutional
system whose finality is the technological
support to the development of SME's. It is
possible to put instantiation of SYRECOS-TTT in
other regions. This can be done using French
"Contrats de Plans Etat Région". Some
regions (like PACA and TOSCANE) are already
interested by using SYRECOS-TTT.
TRANSVALOR (http://www.transvalor.com/)is the industrial structure dedicated
to transfer and valorise the results of ARMINE's
laboratories.

Product SYRECOS TTT is used on several
servers. The product can be installed on a UNIX
SOLARIS server. The CD-ROM of the product is
available. This CD-Rom allows the installation of
the engine of SYRECOS TTT (management of
databases, modification creation of tables,
management of users...) and of the databases used
for the Technology Transfer application. |

Being customers for
training and ompetencies, industries are also
interested in the project. Moreover, the
trans-regional opening of local markets by means
