First, this report offers a preliminary approach to the subject of this study, namely a general analysis of the business activity from the perspective of SMEs in urban and rural areas, trying to identify which major (organisational, technical, financial) problems affect them as a whole and paying special attention to the potential benefits that could be obtained from the extensive everyday use of information technologies. A thorough review of the state of the art of marketing applications is also included here. This theoretical first step is then followed by a practical one: with the findings of the previous work a questionnaire is prepared and presented to a sufficiently high number of SMEs during face to face interviews conducted by local agents in each one of the targeted application sites. Survey results are then summarised and analysed individually for each real case, and a common integration of results is presented at the end, being the ultimate purpose here to produce a common user profile, as common nominator to all individual user profiles, that will serve to identify a telematics application later in the project. The workpackage WP04 of the TAMCRA project defines an Internet solution for SMEs to have an easy, flexible, powerful and efficient access to the Internet as a new sales and marketing channel. The deliverable 4.1 includes the functional specification, the application specification and the architectural specification with communication basics of an electronic mall. An electronic mall is a client-server application, where SMEs can offer their products/services on one platform. The electronic mall application described in this document connects the hypermedia capabilities of the WWW with EDI to exchange business data in standardised formats. Workpackage WP05 of the project TAMCRA examines the techno-economic viability of the core and additional functions of an electronic mall as specified in workpackage WP04. Deliverable D5.1 contains a description of available technical solutions and an analysis of their technical and socio-economic feasibility taking into consideration the dissimilar conditions as the selected application sites. In this report and in twin deliverable D6.2, both made up from contributions of workpackage WP06, it has been attempted a sort of final report summarising useful information, interesting results and valid conclusions reached along the making of project TAMCRA. As it can be easily deduced from its title, the project main proposala cybermall where SMEs can afford opening their own virtual shops to trade electronicallyis reviewed from the perspective of expected risks and opportunities to the very SMEs that are invited to participate in the initiative. As the advent of the era of electronic commerce is considered unavoidable, SMEs are strongly encouraged to take the calculated risk of becoming cybermerchants at a quite affordable economic cost, for the invaluable experience and know-how that they can gain from it is but worth. In a first part of this report useful information on several domains is given dealing with a common set of problems that SMEs have to face in their day-to-day commercial activities. Yet the consortium in TAMCRA hopes that those problems could be easily overcome by implementing the list of proposals and recommendations presented in this handbook, that will help in introducing electronic commerce applications to SMEs. In this sense, the implementation of the proposals and recommendations listed in section 5 of this report will also help in introducing the application that has been proposed in this project. Proposals have been presented in a clear and direct fashion addressing different aspects of SMEs using telematics applications in electronic commerce, and recommendations have been divided according to the categories of agent to whom they are submitted: enterprises, administrations, technological agents and consumers.
