which contains information about information highways and electronic democracy. Also
contains details of the highly controversial bit tax proposed by Professor Luc Soete
The Advanced Communications and Technologies and Services programme (ACTS)operated by DGXIII/B of the European Union is
comprehensively covered through this Information Window (InfoWin) site, including a list of projects and
their web sites.
http://www.RACE.analysys.co.uk is the
excellent server operated by British telecoms consultancy Analysys. It contains
information on the EU's RACE and ACTS programmes. Do not miss the SONAH section which
gives succinct, practical useful summaries of the findings of several EU projects.

The European Teleforum
ECTF is a network of
academics and consultants whose discussions have been supported by the European
Commission.

association RARE (Reseaux Associes pour la Recherche Europeenne) which encourages the
formation of consortia to apply for funding for telematics projects. The members of RARE
are mainly national academic and research networks and representatives of user
communities, and they operate a project called UPTURN to increase the number of proposals
- follow the UPTURN link. There is also a listserve which can be access by subscribing to

The Elanet project gives details of

of information about the Global Inventory Project set up under the G7 group of nations
activities to move towards the information society.
The Telecities site gives information
on the "digital cities" initiatives being carried out around Europe.
Some results of the Patra
project which looked at the psychological aspects of teleworking, are available. This
project was carried out under the ORA section of the EU's third framework programme.
The DEMETER project
aims to provide distance education, multimedia teleservices and telework for farmers.

teletrade and telecooperation, and is part of the European ACTS programme - Advanced
Communications Technologies and Services.
PIPER - The aim of the
Piper project is to provide assistance to TAP projects in the dissemination of their
deliverables on-line. To this end we have developed a free piece of software which
converts rich text format documents into fully navigable 3 frame web pages - The Piper
Tool Kit v2.0.
